That's only for the PDF documents.
Do you mean that you get ???? or other weird characters displayed in the application as well when you key in Thai text ? I think this should not happen as the database might be UTF-8 formatted. If you get Thai misdisplayed in the application too so perhaps first make sure that your database has been set up as UTF-8 format.
