In Italy some kind of firms have to manage withholding tax.
I saw that this is managed by Dolibar for Spain.
I suggest to untie this from country and add a new option.
Companies that receive invoices with a withholding have to manage its payment to tax agency. So this is needed also for supplier invoices.
